Role Purpose:
The role oversees the development, monitoring, and delivery of our client’s Transport Branding programme. It involves close collaboration with senior leaders including our client’s Leadership Team, Directors, colleagues and multiple stakeholders to ensure alignment with strategic timelines and governance.
The postholder maintains oversight of the programme workstreams, monitoring progress, identifying key interdependencies and programme levels risks - intervening where necessary to problem solve and ensure successful delivery. The candidate will be responsible for reporting progress and escalating programme risks/issues to executive boards and senior leadership. Ultimately, the role ensures successful delivery of the Branding Programme and integration into day-to-day operations.
Principal Accountabilities:
Pro-actively lead and co-ordinate the end-to-end delivery of the Branding Programme, ensuring alignment with the Transport Vision and wider strategic policy objectives, managing, monitoring and reporting progress across the programme to ensure satisfactory delivery within agreed time and budget parameters.
Lead, manage and co-ordinate a multi-disciplinary Programme Team made up of several workstream project teams involving internal colleagues, external partners, stakeholders, professional advisors and contractors, to optimise the resource and demand balance necessary to ensure successful delivery of the programme.
Develop, manage and maintain Programme governance structures, ensuring satisfactory standards for workstream and programme progress and budget reporting are maintained, and risks, issues and dependencies are escalated for resolution in a timely manner.
Produce, manage and update Programme level information through all stages including but not exclusively; schedules, reports, risk and issue logs, change and cost measures, monthly reporting, final accounts and forecasting, communicating delivery status effectively to Senior Officers, stakeholders and assurance bodies by means appropriate to the audience.
Be responsible for effective communication and engagement across the Programme, including the:
- Regular, clear and co-ordinated communication within the Programme team to ensure consistency of approach, escalation of issues and awareness of wider workstream and programme activity
- Preparation of, or contribution to, quality professional advice, briefings and programme progress reports
- Development and maintenance of relationships with stakeholders, customers, internal clients, regulatory bodies and partners including public transport operators, local and central government officers
- Active engagement with the members of the public, and management of consultation processes, ensuring successful and timely consultation throughout the life cycle of each individual element of the programme, to maintain the positive reputation of our client.
- Liaison and negotiation with external bodies (private and public) to form partnerships, agree commercial terms, secure funding arrangements and/or legal agreements necessary to deliver aspects of the programme.
Robustly manage all programme risks, issues, opportunities, budgets, contracts, costs and scope throughout the life of the programme and manage any change, risk or resource pressure pro-actively taking active responsibility to resolve or escalate as required to ensure the programme remains on budget and schedule.
Pro-actively drive the branding delivery using cross functional collaboration, high-level communication, negotiation and influencing skills, and ensuring successful implementation of necessary change within the client’s business to satisfactorily embed processes and procedures necessary to support successful brand roll-out across South Yorkshire.
Support the Executive Director of Transport Development and Capital Delivery in the delivery of significant and specific elements of the Programme in order to ensure that programme benefits are identified, optimised and realised.
Use the agreed project management framework and management tools to drive the programme and individual workstreams to successful completion, ensuring satisfactory progress and consistent delivery aligned to the contractually agreed funding, outputs and timescales, taking responsibility for the successful financial management of project budgets (capital and revenue).
Analyse, interpret and use complex data from internal and external sources to prioritise and allocate time and resources effectively with an ability to be flexible and adaptable to address competing demands, whilst taking a pro-active approach to problem solving programme issues in order to maximise benefits and minimise any time delays.
Undertake line management and pastoral care of one or more Project Managers and/or wider team members (Assistant Project Managers, Project Support Officers), including coaching and mentoring, provision of guidance, direction and development support to meet career aspirations.
Undertake all duties and responsibilities in line with current Policies and Procedures, including those relating to health and safety, equalities, diversity and inclusion and Standing Orders.
Undertake any other duties commensurate with the role as requested by management.
Knowledge required for this role covering qualifications, experience, and skills
Essential:
- Substantial experience of successful programme and project management including multi-disciplinary transport programmes, managing multiple workstreams with multiple stakeholders and complex requirements.
- Experience of all stages of project and programme management including the development, implementation and use of all the necessary controls and processes to minimise delays, additional costs or reduced delivery against project plan and business case, to ensure successful delivery.
- Proven experience of project team management and/or matrix management with an ability to positively influence and motivate individual team members and the wider team to optimise performance.
- Hold a Level 6 qualification in a relevant subject (Programme and Project Management) and/or equivalent demonstrable experience.
- Hold a practitioner level qualification in Project Management (Prince2 or similar) or have relevant experience and be willing to undertake formal project management training.
- Experience of managing stakeholder relationships including senior stakeholders and members of the public.
- Understanding of highly complex political environments and the ability to understand complexity and give accurate concise advice to decision makers and colleagues.
- A confident communicator with excellent interpersonal skills, the ability to influence and work at senior levels within an organisation, sometime in areas of tension and conflict, with evidence of sound judgement.
- Good verbal, presentation, and written communications skills - particularly the development and articulation of concise clear reasoning and recommendations, the ability to understand, and cut through, complexity to give advice, ensuring communications are suitable for a wide range of different audiences, with a strong customer focus.
- Strong organisation and time management skills with the ability to work under pressure and prioritise workloads, being self-motivated to ensure deadlines are met.
- High professional standards with the ability to work on own initiative and perform duties with a high degree of tact and diplomacy.
- Excellent and well-developed management skills, including an ability to think creatively and implement solution and outcome focussed problem solving and to initiate and manage change through influence and collaboration, adapting to changes in circumstances or information.
Desirable:
- Experience of managing budgets, both capital and revenue within a complex, high value programme environment.
